Bully Bill is an extremely tenacious kid who is very spiteful and can be a real pest to kids (especially Jeffy). He is also not the brightest considering he keeps pestering Jeffy, despite the fact that he got beaten up by him countless times. The reason why he bullies people is because his parents are never there for him. Another reason is because he has "Bully" in his name.
